In short
A Shopify store selling to EU shoppers deals with six rules that apps can help with: cookie consent, the Omnibus lowest prior price, GPSR product safety information, the legal guarantee notice, the withdrawal button and accessibility. For each one, this guide explains in plain words what the law asks and compares the five strongest apps, with ratings and prices checked on the Shopify App Store on 22 October 2026. Disclosure: Complimus, the publisher of this guide, makes one of the apps. It covers four of the six rules, and we say where other apps do a thing better or cheaper.
The six rules at a glance
| Rule | Applies | EU source | Complimus covers it |
|---|---|---|---|
| Cookie consent (GDPR and ePrivacy) | Since 2011 (ePrivacy) and 2018 (GDPR) | Directive 2002/58/EC, Article 5(3), and the GDPR | No |
| Omnibus: the lowest price before a sale | Since 28 May 2022 | Article 6a of Directive 98/6/EC, added by Directive (EU) 2019/2161 | Yes |
| GPSR product safety information | Since 13 December 2024 | Regulation (EU) 2023/988, Article 19 | Yes |
| The EU legal guarantee notice and the GARAN label | From 27 September 2026 | Directive (EU) 2024/825 and Implementing Regulation (EU) 2025/1960 | No |
| The EU withdrawal button | Since 19 June 2026 | Article 11a of the Consumer Rights Directive, added by Directive (EU) 2023/2673 | No |
| Accessibility: the European Accessibility Act | Since 28 June 2025 | Directive (EU) 2019/882 | No |
How we chose the apps
We read each app’s public Shopify App Store listing and its newest reviews on 22 October 2026. For every rule we ranked apps by how directly they address it first, then by number of reviews, rating, the Built for Shopify badge and how recent the reviews are. Apps without reviews are left out, even when their listings look good, and the bundle idea is being copied fast, so expect new names. Nobody paid to be listed. Ratings and prices change: check the listing before you install. None of this is legal advice.
1. Cookie consent (GDPR and ePrivacy)
Since 2011 (ePrivacy) and 2018 (GDPR). Source: Directive 2002/58/EC, Article 5(3), and the GDPR
What the rule asks
- You may set non-essential cookies and trackers, such as analytics and ad pixels, only after the visitor consents. Cookies the shop needs to work, like the cart, are exempt.
- Consent has to meet the GDPR standard: freely given, specific, informed and unambiguous, and as easy to withdraw as to give. Each EU country enforces the cookie rule through its own law, so details such as a reject button on the first screen differ.
- Google Consent Mode v2 is not EU law. It is Google’s own requirement since March 2024 for ad measurement and remarketing in the EEA.
- Shopify has a free built-in cookie banner, set per region under Settings > Customer privacy, which Shopify says passes consent to Google Consent Mode v2. Apps add cookie scanning, automatic blocking, consent logs and more design control.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| Pandectes GDPR CompliancePandectes | 5.0 (3,104) | $9/mo | Yes | Yes | The most-reviewed consent app. Google-certified CMP with IAB TCF and Consent Mode (Consent Mode from the $9 plan). |
| Avada GDPR Cookie ConsentAvada | 5.0 (904) | $9.95/mo | Yes | Yes | Banners per market, consent log, auto-blocking until the visitor accepts. |
| Consentik GDPR Cookie BannerConsentik | 4.8 (304) | $7.99/mo | Yes | Yes | Consent Mode v2, script auto-blocking and consent logs from $7.99. |
| Complianz ConsentComplianz | 4.4 (277) | $5.99/mo | Yes | No | Automatic cookie detection with a two-step setup. |
| TinyCookie GDPR Cookies BannerTinySEO | 5.0 (108) | $7/mo | Yes | Yes | A simple banner with Consent Mode v2 and consent logs from $7. |
Where Complimus fits: Complimus does not cover cookie consent. Use Shopify’s built-in banner or one of the apps above.
2. Omnibus: the lowest price before a sale
Since 28 May 2022. Source: Article 6a of Directive 98/6/EC, added by Directive (EU) 2019/2161
What the rule asks
- Every announced price reduction must show the prior price: the lowest price you charged in a period of at least 30 days before the reduction.
- EU countries may set their own rules for perishable goods, products on sale for less than 30 days, and progressive discounts. Poland, for example, expects the prior price to update with every price change during a sale.
- Shopify’s compare-at price is any number you type. It is not a record of the prices you actually charged, so an app that keeps a daily price history is the practical way to show the right figure.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| Complimus Omnibus & WithdrawalComplimusOur app | 5.0 (70) | $14.99/mo (Basic, Grow); $29.99 Advanced; $99.99 Plus | Up to 100 products | Yes | Daily price history per variant and market, rules per country, choice of which discount codes count, bulk compare-at fixes. |
| Omnibus Owl EU ComplianceNative App Co | 5.0 (19) | $5/mo (Grow); $10 Advanced; $25 Plus | Free on Shopify Basic | Yes | Low price, 22 storefront languages, also covers GPSR, the guarantee notice and withdrawals. |

| Omnibus Price HistoryNetkodo | 5.0 (7) | $5/mo; $10 Plus | No | Yes | A simple, low-cost tracker with a product page widget. |
| Easy Omnibus EU Lowest PriceSEASIDE | 5.0 (4) | $9.99/mo for 5 markets, then per market | No | No | Storefront text in all 24 EU languages. |
Where Complimus fits: Our core module, and the Omnibus app with the most reviews on this list. To be fair about it: Omnibus Owl and Netkodo cost less on paid plans, and like every tracker, our own price record builds up over the first 30 days after you install.

3. GPSR product safety information
Since 13 December 2024. Source: Regulation (EU) 2023/988, Article 19
What the rule asks
- Every online offer of a consumer product to people in the EU must show the manufacturer’s name, postal and electronic address; the EU responsible person if the manufacturer is outside the EU; information that identifies the product, including a picture and its type; and any warnings or safety information in a language shoppers easily understand.
- It applies to sellers outside the EU too, when they target EU shoppers.
- An app displays the information. It does not make anyone your EU responsible person: if your suppliers are outside the EU, you need an importer, an authorised representative or a service that takes on that role.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| GCM | GPSR Compliance & GARAN401layers | 4.9 (29) | $15/mo | Yes | Yes | The most-reviewed dedicated GPSR app: full data set, safety and hazard information, all EU languages, batch and serial tracking on paid plans. |
| Complimus Omnibus & WithdrawalComplimusOur app | 5.0 (70) | Free on every plan | Yes, unlimited | Yes | Manufacturer and EU responsible person profiles saved once and assigned in bulk, document links, a product safety block shown to EU visitors. |
| Omnibus Owl EU ComplianceNative App Co | 5.0 (19) | $5/mo (Grow) | Free on Shopify Basic | Yes | A GPSR block with safety warnings, inside an app that covers all four rules. |
| Omnibus Insight: Price HistoryAmasty | 4.8 (15) | $12.99/mo (first plan with GPSR) | No | Yes | Bulk-assigned suppliers and safety notes next to Omnibus tracking. |
| EAS EU & UK ComplianceEAS Project | 3.9 (76) | $5.90/mo plus EAS service fees | No | No | A service rather than a widget: EAS can act as your EU responsible person, and handles OSS and IOSS VAT filing. |
Where Complimus fits: Free and unlimited on every plan. What it does not do yet: product-specific warnings and batch numbers, which GCM and Omnibus Owl list. Until then, add warnings to the product description.

4. The EU legal guarantee notice and the GARAN label
From 27 September 2026. Source: Directive (EU) 2024/825 and Implementing Regulation (EU) 2025/1960
What the rule asks
- Stores must remind shoppers, prominently and with the official harmonised notice, that the legal guarantee of conformity exists and lasts at least two years.
- Where the producer offers a free commercial guarantee of durability for more than two years on the whole product, you show it with the harmonised label, titled GARAN.
- Implementing Regulation (EU) 2025/1960 sets the design: both carry a QR code and must be in colour online. Each EU country writes the rule into its own law, so check the start date for the countries you sell to.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| Consentico EU Warranty & GARANConsentico | 5.0 (49) | $4.99/mo | Yes | Yes | A generous free plan: unlimited products, 24 EU languages, product page, cart and order email, automatic exclusion of digital products and gift cards. |
| EU Warranty & GARAN LabelMünster, Rau, Schoolmann GbR | 5.0 (45) | $4.99/mo | Up to 15 products | No | 24 EU languages and the order confirmation email on the free plan; checkout labels for Shopify Plus. |
| EU Warranty Label & GARANTG-AI Apps | 4.5 (38) | $4.99/mo (21 to 50 products) | Up to 20 products | Yes | Cart, checkout (Plus) and order confirmation labels on every plan. |
| Pandectes EU Warranty & GARANPandectes | 5.0 (14) | $9/mo | Yes | Yes | Official Commission artwork, a live theme check and exclusion rules. |
| EU GARAN Legal GuaranteeSevns Webdesign | 4.8 (14) | $4.90/mo | Up to 20 products | Yes | Shopify email integration and import of existing product data. |
Where Complimus fits: Free and unlimited on every plan: the notice in the shopper’s language, the GARAN label with length, brand and model per product, and exclusions by tag, type or country. Several dedicated apps are also free or $4.99, so the reason to choose ours is having it in the same app as the other three rules, not price.

5. The EU withdrawal button
Since 19 June 2026. Source: Article 11a of the Consumer Rights Directive, added by Directive (EU) 2023/2673
What the rule asks
- Online stores must offer a withdrawal function labelled “withdraw from contract here” or an unambiguous equivalent, prominently displayed and available throughout the withdrawal period.
- The shopper fills in their name, the order and the email for the confirmation, and submits with a button labelled “confirm withdrawal” or an unambiguous equivalent.
- You then send an acknowledgement of receipt on a durable medium such as email, with its content and the date and time it was received, without undue delay. The 14-day withdrawal period itself does not change.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| EW: EU Withdrawal Button & Form401layers | 4.9 (2,315) | $9.99/mo | Yes | Yes | The category leader by far: button and form without login, unlimited withdrawals, automatic emails, all EU languages on the free plan. |
| Revoq EU Withdrawal ButtonBuschBytes | 4.8 (575) | $9/mo | Yes | Yes | Order matching and deadline checks on the free plan; PDF evidence pack and Shopify Returns on higher plans. |

| Anviara EU Withdrawal ButtonAnviara | 4.8 (106) | $7.99/mo | Yes | Yes | No app branding on the free plan, bot protection, hosting in Germany. |
| Avada EU Withdrawal ButtonAvada | 5.0 (35) | Free | Yes | Yes | Fully free, with auto tagging, cancelling and refunds and partial withdrawals. |
Where Complimus fits: Free and unlimited on every plan: the button and form inline or as a popup, guest access without login, an immediate email from your sender name, and a request list with each refund deadline. You still refund in Shopify. The dedicated apps above have far more reviews, and some add returns sync and evidence packs.

6. Accessibility: the European Accessibility Act
Since 28 June 2025. Source: Directive (EU) 2019/882
What the rule asks
- E-commerce services offered to EU consumers must be accessible: perceivable, operable, understandable and robust. You also publish how your store meets the requirements, for example in your terms.
- Microenterprises are exempt: fewer than 10 people and an annual turnover or balance sheet total of EUR 2 million or less.
- Two kinds of app exist. A widget (overlay) adds a toolbar on top of your theme; it does not by itself change the theme code the rules apply to. Code-fix apps change the theme itself and cost more. Treat a widget as a help, not as compliance on its own.
The apps
| App | Rating (reviews) | Paid from (USD) | Free plan | Built for Shopify | Good for, per the listing |
|---|---|---|---|---|---|
| Avada Accessibility ADA EAASEA Commerce by Avada | 5.0 (326) | $9/mo | Yes | Yes | Widget with 25+ adjustments, an AI scanner and an auto-updated accessibility statement. |
| EC ADA Accessibility WidgetEntangle Commerce | 4.9 (97) | $4.99/mo | Yes | Yes | A low-cost widget with audits; code-level fixes and human audits on the $99 plan. |

| Patrol ADA Code Level FixesPatrol | 5.0 (30) | From $200/mo | Audit only | No | Fixes in the theme code plus monitoring; the free plan includes a full audit. |
| TestParty: ADA ComplianceTestParty | 5.0 (27) | $599/mo | Home page scan | No | Source-code fixes as monthly pull requests and manual screen-reader audits. |
Where Complimus fits: Complimus does not cover accessibility.
One app or several?
Fewer apps means fewer scripts on your storefront, one support contact and one bill. Specialist apps often go deeper on their one rule. These apps cover more than one of the six:
| App | Covers | Worth knowing |
|---|---|---|
| Complimus Omnibus & Withdrawal (ours) | Omnibus, GPSR, guarantee notice, withdrawal | Most reviews of the four-rule apps (70). GPSR, the guarantee notice and withdrawals are free on every plan; Omnibus is free up to 100 products, then from $14.99 a month. |
| Omnibus Owl EU Compliance | Omnibus, GPSR with warnings, guarantee notice, withdrawal | The other reviewed app that covers all four. Cheaper on every paid tier and free on Shopify Basic. Newer, with 19 reviews. |
| Omnibus Insight (Amasty) | Omnibus, GPSR | GPSR from the $12.99 plan. No withdrawal button or guarantee notice. |
| EW and GCM (401layers) | Withdrawal (EW); GPSR and GARAN (GCM) | Two separate apps from one developer, with by far the largest withdrawal install base. No Omnibus. |
| Pandectes | Cookies; withdrawal page and accessibility widget on the $29 plan; GARAN in a separate app | The cookie-consent leader, now adding EU rules. No Omnibus or GPSR. |
| Consentik | Cookies; accessibility widget and withdrawal form on the $19.99 plan | Cookie-first bundle. |
A common setup: Shopify’s built-in cookie banner or a consent app, one app for the four EU shopping rules, and an accessibility tool if you are above the microenterprise threshold.
A quick checklist for a store selling into the EU
Check these on your own storefront
- Non-essential cookies only fire after the visitor accepts, and rejecting is as easy as accepting.
- Every sale shows the lowest price from at least the 30 days before the reduction, not just a crossed-out compare-at price.
- Every product page names the manufacturer and, for makers outside the EU, the EU responsible person, with any warnings in the shopper’s language.
- Product pages carry the harmonised legal guarantee notice, and GARAN where a producer guarantee applies.
- A “withdraw from contract here” function is easy to find, works for guests, and sends an acknowledgement of receipt by email.
- You know whether the accessibility rules apply to you, and your store’s accessibility statement is published.
